Colleen is a healthcare executive with over 30 years’ experience in healthcare, education, finance and not for profit industry. Her focus has included acute care nursing (obstetrics, surgery, medicine), education, homecare, primary care, and management. She holds the following certifications: Change Management Practitioner (CMP), Patient Safety Trainer (PSEMPTM ) for the Patient Safety Education Program – Canada, TeamSTEPPS® Master Trainer, QSRTM (COR), End of Life Doula; and has additional training in the Kouzes and Posner Leadership Model.
Colleen most recently served as Clinical Director for the Camrose Primary Care Network (PCN) working with patients, community stakeholders, healthcare and other professionals, to explore, establish and provide enhanced team-based primary care within the Patient’s Medical Home. This focus continues in her role as Principal, 143 HCC to positively impact the lives of Canadians.
Colleen is passionate about her family, friends, and life! She loves the outdoors, gardening, hiking and biking.

Stacey Strilchuk is a Healthcare Executive with over 25 years’ experience in the government, healthcare and not for profit industry. She holds a Bachelor of Arts Degree from the University of Alberta and has extensive leadership training in the Kouzes and Posner Leadership Model. She is also an Instructor for the Council on Licensure Enforcement and Regulation Executive Leadership Program.
Stacey served as Executive Director for the Camrose Primary Care Network from 2008-2019 collaborating with patients, stakeholders, physicians, and healthcare professionals to provide enhanced team-based primary care. Good governance and acting as a system convenor remain a focus in her current position as Principal and Co-Owner of 143 HCC.
Stacey was appointed to the College of Physicians and Surgeons of Alberta Council in 2019 and had the privilege of serving as Council Chair in 2022 and 2023. She was recently appointed to the Royal College of Physicians and Surgeons of Canada International Board of Directors in the Fall of 2023.
In 2022 Stacey was appointed by the Minister of Health to the 20-member Provincial Strategic Advisory Panel tasked with presenting recommendations to modernize Alberta’s primary health care system.
Stacey volunteers as an Assistant Coach for Special Olympics Alberta, enjoys traveling and is thankful for the continued support of her husband Dan, a proud Alberta farmer and their Chesador Aksel (A.K.A. Walk and Wellness Coordinator).
